  • Oversee the inspection of contractor operations for a variety of disciplines on-site, including grade, drainage, granular, environmental controls and asphalt. 
  • Read and apply all contract drawings, tender documents and applicable Ontario Provincial Standards (OPS) to the site operations.
  • Review, calculate, monitor and recommendations on progress payments and on operations for change orders. 
  • Prepare and submit daily diaries and include payment statements.
  • Review/comment on the contractor’s traffic control measures in accordance with OTM Book 7 requirements and comment on effectiveness.
  • Review/comment on all Health and Safety concerns in the Contract Administrator Diary, as well as notifying the contractor immediately.
  • Provide/maintain contract final information, to be delivered to the client at the project’s conclusion.


The work includes the following:
 The integrated road, sewer and watermain construction includes reconstruction of the roadways, including new concrete sidewalk and concrete curb, new sanitary sewer and lateral services, new storm sewer extensions, new catch basins, Hydro pole relocations on Savard and related Rogers and Bell utilities, new LED streetlight lamps, new tree and shrub plantings and reinstatement of all disturbed areas.
Also the City of Ottawa has coordinated with Hydro Ottawa /Bell/Rogers to relocate overhead and underground utilities on Savard Avenue.


The project limits are:

The original scope was limited to an integrated road, sewer and watermain reconstruction project for above mentioned streets.  The sanitary sewers were replaced due to age and condition with the exception of Jeanne Mance St.  The watermains were replaced due to age and the presence of lead services. Limited work was done on the storm sewers which created design and construction challenges.  Sewer and watermain service connections were replaced to the property line.  Due to the constrained Right of Way and the number of lateral service cuts the roads were reconstructed.
The site is located at the Montreal Road – Vanier Parkway intersection which is a very traffic intensive area comprised of commercial and residential properties including an Ambulance Post and several churches.  The Councillor’s office was fully engaged throughout the project.  Several change orders resulted in order to meet community needs.  Encroachments and private construction near the property line presented design and grading challenges.   On-going coordination was required for the installation and maintenance of temporary water services.  Mechanical rock removal was required including vibration monitoring of structures to ensure limits were not exceeded.  Additional survey was completed where required.  CCTV investigations were performed to City standards both before and after construction.  An ECA was prepared under the Transfer of Review process which was submitted to MOECC.   Throughout the project residents were regularly engaged with the CI, CA and PM to ensure access was safely provided, that issues were resolved and the Traffic Management Plan was enforced.

• Oversee and ensure Contract Administration deliverables are completed in accordance to client requirements;
• Lead, coordinate and monitor onsite inspection duties and tasks are completed, and inspector’s diaries are kept up to date and accurate;
• Promote and oversee implementation of health and safety regulations;
• Maintain a detailed daily diary of the contractor’s work, instructions provided, and overall issue and change management;
• Review contractor activities are in accordance with the contract documents and requirements;
• Provide oversight and confirmation of completed contract quantities are accurately calculated for processing progress and final payments;
• Review, interpret, and analyze the Contractor’s initial critical path schedule to determine conformance to the contract, and provide regular review and analysis of monthly critical path schedules;
• Supervise and perform quality assurance acceptance and inspection of construction works;

- Crichton Street (Keefer Street to Dufferin Road): Replace watermain and water services, asphalt overlay, installation of traffic calming measures at Crichton and Keefer
- Dufferin Road (Stanley Avenue to Crichton Street): Replace watermain, road reconstruction

The contract includes the installation of approximately 300 meters of sewer, 500 meters of watermain, 500 cubic meters of rock excavation, 3,500 tons of granular and 1,500 tons of asphalt.

Mr Ramezani was the CA for this IRSW project, that included 700m of road rehabilitation, with 360m of watermains replacement, including laterals, valves and hydrants. Ainley was responsible for the design, replacement and extension of watermains, including looping, trench reinstatement, and rock removal. The existing watermain trench needed to be deepened in order to meet the minimum depth standard of 2.4m and that is what triggered the rock removal. We expect this will be the case with the Bank Street project. Construction challenges included; ensuring the Contractor and all the subcontractors installed everything correctly, Traffic Management, including re-routing trucks and buses, providing safe passage for pedestrians and cyclists. Mohammad effectively liaised with local residents, NCC representatives and the Contractors by maintained an open line of communication. Mohammad ensured the soil material dug up on site was either suitable for re-use or needed disposing offsite. Deep underground sewer structures required protection during construction. Mohammad provided full-range CA services throughout including help developing the construction schedule, general oversight, progress payments including PQR preparation/negotiation, regular meetings including agenda and minutes, change order creation/tracking, issuance of site instructions, quantity and cost estimates, diary maintenance and safety program monitoring. The project ran from July 2015 to December 2016 and was completed well under the construction budget of $2M.

Construction of sanitary and storm sewers and watermain, and road reconstruction of Cartier Boulevard, from Spence Avenue to Gascon Street, and of Cécile Boulevard, from Cartier Boulevard to Garneau Street for the Town of Hawkesbury, Ontarion, Canada.
The contract includes the installation of approximately 2, 000 meters of sewer, 550 meters of watermain, 2, 500 cubic meters of rock excavation, 30, 000 tons of granular and 5, 000 tons of asphalt.


Replacement of Watermains and Road Reconstruction - Lansdowne Street, Hawkesbury, Ontario, Ca

Replacement of watermains and road reconstruction of Lansdowne Street from Hampden St. to Tupper St. for the Town of Hawkesbury, Ontarion, Canada.

Contract includes the installation of (approx.) 1400 meters of watermain, 1200 cubic meters of rock excavation, 13500 cubic meters of earth excavation, 17000 tonnes of granular and 3900 tonnes of PG Asphalt.


Mr. Ramezani was Senior Inspector and Acting CA for this multi-phased IRSW project.  Phase 1 of the project was successfully completed in 2014 and included the complete reconstruction of 850m of Cartier and Cecile Blvd’s including the replacement of existing watermains, with trench reinstatements involving deepening the trenches in rock. New sidewalks and recreational paths and complete road reconstruction.  Phase 2 included renewal of municipal services (storm-sanitary separation, replacement of the watermain and full road reconstruction) on 1250m of Lansdowne St, Hawkesbury.  Mohammad successfully consulted with residents and helped maintain the Traffic Control Plan alongside the Contractor. Mohammad was also responsible for helping develop and maintain the construction schedule and phasing plan. He ensured minimal delays with the Temporary Service Plan and maintained communications with the concerned residents. The total project was over 2000m and was completed within the budget of $5.3M.  Mohammad provided full-range CA services throughout including general oversight, progress payments preparation, regular meetings including agenda and minutes, change order creation/tracking, issuance of site instructions, quantity and cost estimates, diary maintenance and safety program monitoring.

As “construction project coordinator” I was responsible for: 
Organizing the project.
Hire and Follow up sub-contract agreements & variations
Manage construction and post-construction co-ordination issues between related parties of the projects
Prepare contract program& budget estimates.
Resource allocation (To formulate long term labour/plant resource)
Represent Company in the meetings, contracts and purchase negotiations

Identify critical activities of site. / ensure effective and optimum use of available resources.

Also spot check the work done by sub-contractors. Follow up material submittals.

As “Planning Engineer”
Create & update programs with complete logic, resource loading, monitoring the progress of the work (also specifications and budget), preparing any recovery schedule if needed to achieve the targets and milestones and communicate with client representative & consultant to ensure contract requirements are being met.

Support operation on site through the efficient utilization of available resources, directing & guiding people to ensure that work is progressing according to schedule and that quality is maintained.
